You mean, when the panel it's configured with "Auto hide", right? I've seen this behaviour. I think it's related to a kscreen event, either plugging an extra monitor or changing the resolution seems to trigger this, but not in a consistent way. I think that moving the panel triggers a focus change, and the unfocus event is not being triggered afterwards.
Reproducible: always
I would say it's most of the times, but not always, also, from time to time moving the mouse without "touching" the panel, hides it, and some other times, it won't hide till you open the settings and close it again.
Expected behaviour: After start it should be invisible.
