ksnapshot was part of the Applications releases, so its translations were in kde-l10n-*. After 15.08, ksnapshot was replaced by spectacle (available in Debian as kde-spectacle), which does everything ksnapshot did, and does more; as consequence, kde-l10n does not provide translations for ksnapshot anymore. ksnapshot is basically dead upstream at this point, and we might just remove it from Debian. In your case, you are highly recommeded to switch to spectacle (which is already pulled by the kde-standard and kdegraphics metapackages). Thanks for your report, -- Pino Toscano
