This was to avoid breaking packages that needed the kde4 katepart but wrongly depend on kate. The same was done for konsole and konsole4-kpart (yakuake and kile still depend on konsole). But it seems that it was not really needed for kate. I'll drop the depends in the next upload. Thanks for the report.
