Same here. Version breeze/4:5.3.2-4 was problematic (stuck on login), so
I put all the *breeze* packages on hold at -3, but today's update
(libkf5*) brought back the stuck on login problem.
After removing the hold on breeze packages, effectively upgrading them
to -4, the desktop got decorations, though only on the first virtual
desktop, and the taskbar/panels are only present on the first virtual
desktop.

I tested again today, and see a new effect.
With 5.3.2-4, kwin does not crash anymore. Instead, the desktop gets
window decorations and does not redraw. Everything else works.
I downgraded to 5.3.2-2 again, and now kwin crashes with the old
version, the same way it did with the new version before.
Maybe related to the libkf5* update today?
