What I think is happening here is that you have mixed Plasma 6.3 and 6.5 and thus get weird behaviour. We've just upgraded Plasma to 6.5.0 in unstable, but only a couple of packages have migrated to testing yet, the rest will follow in a couple of days. Downgrading libplasma & plasma-activities should fix your issue. When the remaining Plasma 6.5.0 packages have migrated, then you can upgrade everything. Unfortunately, we cannot control directly when packages migrate to testing.
