It's not very consistent.
Doesn't really matter here. You seem to compare different spellchecking engines:
Firefox and Thunderbird show two entries: 1. Deutsch (Deutschland, frami) 2. Deutsch (Deutschland)
Firefox and Thunderbird use hunspell. And only hunspell.
Evolution shows three entries (without "frami"): 1. Deutsch 2. Deutsch (Deutschland) 3. Deutsch (Deutschland) Either 2. or 3. is the "frami" one.
Evolution (via libevolution) uses libgspell. Which does use enchant, which does: $ apt-cache show libenchant-2-2 Package: libenchant-2-2 Source: enchant-2 Version: 2.8.2+dfsg1-3 Installed-Size: 225 Maintainer: Debian GNOME Maintainers <[email protected]> Architecture: amd64 Depends: hunspell-en-us | hunspell-dictionary | myspell-dictionary | aspell-dictionary | ispell-dictionary, libaspell15 (>= 0.60.8.1), libc6 (>= 2.38), libgcc-s1 (>= 3.0), libglib2.0-0t64 (>= 2.68.0), libhunspell-1.7-0, libstdc++6 (>= 5.2), zlib1g (>= 1:1.1.4) Recommends: enchant-2 Suggests: libenchant-2-voikko Description-en: Wrapper library for various spell checker engines (runtime libs) Enchant is a generic spell checking library which uses existing spell checker engines such as ispell, aspell and myspell as its backends. .
