No.

From reportbug:

2 minor things like spelling mistakes and other minor cosmetic errors
that do not affect the core functionality of the package.
3 normal a bug that does not undermine the usability of the whole
package; for example, a problem with a particular option or menu item.

This clearly falls into 2 -> minor. It's only cosmetic.

This dictionary creates two entries:
No, it doesn't create anything.
1. Deutsch (Deutschland, frami)
2. Deutsch (Deutschland)

$ dpkg -L hunspell-de-de-frami
/.
/usr
/usr/share
/usr/share/doc
/usr/share/doc/hunspell-de-de-frami
/usr/share/doc/hunspell-de-de-frami/changelog.Debian.gz
/usr/share/doc/hunspell-de-de-frami/changelog.gz
/usr/share/doc/hunspell-de-de-frami/copyright
/usr/share/hunspell
/usr/share/hunspell/de_DE_frami.aff
/usr/share/hunspell/de_DE_frami.dic
/usr/share/hunspell-bdic
/usr/share/hunspell-bdic/de_DE_frami.bdic
/usr/share/hunspell/de_DE.aff
/usr/share/hunspell/de_DE.dic
/usr/share/hunspell-bdic/de_DE.bdic

Those entries you see directly result from the .dic file names *when
LibreOffice sees stuff in /usr/share/hunspell*.

Actually I am surprised that it recognizes de_DE_frami without the de_DE compat
symlink..

If the two entries are identical, please combine them to create one dictionary
entry.

Maybe the compat symlink should be removed then.

*Maybe*.

Because I am quite sure that other stuff will *NOT* recognize it withot _frami.
Which would break then.

And hunspell is not used in LibreOffice oly, ut the _exact same_ dictionary
used in Firefox, Thunderbird, ...

=> wontfix

(Actually I personally think the frami thingy shouldn't exist at all, I just
packaged it for completeness....)

Rene
