That can't be it AFAICS (I checked the obvious places) - this is correct, too. libexttextcat0 is built, the data gets correctly installed by make install into correct path[1]. That value from the .pc is used in the LO build [2] and this should be in the registry/spool/org/openoffice/Office/Paths-externallibexttextcatdata.xcu file, too. A recommends on libexttextcat-data is not needed as LO links against libexttextcat0 which depends on its data already.
