I did bother to look at the recommends, and this was not a general automated mailing spree. I was (and still am) unclear on whether the release goal is to have any recommends which are not in main even as an option, or whether this applies to those cases where there is a clear single Recommendation of a package outside main (or all optional depends outside main.
