It is built but not packaged yet, yes - that is because there were/are(?) problems with using the system python 2.3 (which builds) and using a internal python 2.2.2 copy (as original OOo does) is bad(tm). See http://lists.debian.org/debian-openoffice/2004/08/msg00140.html for a recent answer to that very same question... btw, there were already two bugs filed wrt missing python-pyuno package, please check before you file a bug.
