As oooprelink is someway a wrapper around prelink, i think it should stay in /usr/sbin. Otherwise, it should check the euid and exit with an explanatory message. Sorry about the severity of the bug. It should be serious if it was a violation of the fhs (but i'm not sure about that), wishlist otherwise, so i've thought normal would be an acceptable average; reassign to the severity you judge suitable.
