Correct. We even suggest doing the partial upgrade in the Release Notes before running the full-upgrade.
Given the freeze and dh-elpa's status as a toolchain package, we need to handle this very carefully.
For my understanding, dh-elpa is used both during package build and package install on user systems, right? And this change is (supposed to be) only active during the install run on user systems?
When preparing to fix this, can you please prepare a version which only addresses fixes we need to get into trixie.
