Severity: important

When working on updating the racket-mode package, I noticed that the
Debian packaging work under "debian/" does not have a separate copyright
clause. This is probably fine. However, upstream has updated their
license from GPL-2+ to GPL-3+ in 2022, and hence we need some
clarification of the license for the work under "debian/".

I think the majority of the packaging work is done by David, so it would
be great that David can help clarify the license of your work under
"debian/", and whether you want to follow upstream to update it to
GPL-3+.

(A similar bug was filed against web-mode as Bug#1074413[1], which can
be used as an example on providing consent as reference.)
