Heh, well that's a touch embarrassing. Perhaps I was remembering something that's long been obviated, or just misremebering entirely. Oh, maybe I was just conflating the rule (there was one, right?) that prevented a binary package from replacing a virtual package (i.e. we had to wait for a while before we could have emacs-defaults provide an emacs package). Regardless, it sounds like maybe dh-elpa can just depend on emacs25 and forget about it? I'm guessing any variant should be fine for its build-time needs.
