While there are specific problem areas in emacs 21, mostly related to traffic over the X connection, I think most of those problems can be worked around by tweaking the configuration appropriately (e.g., toolbar too slow? turn off the toolbar!), and I'm not aware of any general slowdown. Personally, until recently I used emacs 21 on debian running on a pentium 133 with 80meg of memory (under X), and it was absolutely fine. As with the GUI preferences issue, I'll bet a lot of this can be addressed adequately by documention. Most of the X connection issues have been discussed at some length on emacs mailing lists, so I'd guess that someone's already made a FAQ or something about them and the workarounds.
