There is no context.

It sounds like either the delegation announcement needs an errata, or there is some problem in the delegation execution in practice. None of them sounds minor.

It is "just" a copy paste editor. DPL wanted to withdraw the old FTPMaster delegation. When we strictly follow the words he used he withdraw the policy delegation instead, while leaving the old FTPMaster one active.
