In many cases (especially from python2 to python3) the package name has changed while the source has remained the same.
For example for this package is already present and you can't add another package with the same name (even if source name is different): https://packages.debian.org/sid/python3-yaml
If there were instead cases where the currently used upstream has been abandoned (need a good search to be sure) and there are forks that have continued (and need a deep check to be sure that new fork is good) it would be necessary to open a bug in the existing package to report the new maintained fork so that the maintainers can consider it.
Please also check all fields are correct before sent the ITP mail, as both have atleast the URL wrong
