Indeed there are the team uploads that bypass NMU restrictions under the assumption that the changes are welcome and done with team spirit. It does not require to have a member card in a formal team. When proposed a NMU on my packages, I sometimes ask the person if instead they can push the changes to Salsa and do a team upload instead.
