I think I do not fully understand what you mean: are you saying that adduser is useless outside of maintainer scripts?
I always use adduser interactively when I need to interact with users or groups on my system, and I find it very nice. I also very much prefer using sysusers files to create system users for my packages. I never touch useradd.
In my opinion adduser has great value outside of maintainer scripts! But I'm sure you know better than me, so I'm ready to change my mind.
