How many of the others you listed are vs. are not Debian Developers I don't know, but it seems possible that that might change the calculation somewhat. (FWIW, I'm also not against format=flowed, but am unlikely to take any action regarding using it myself; I remember specifically taking action to *disable* it on my end at some point in the past, although I can't remember whether that was on the viewing end or on the sending end, nor can I specifically remember why.
