I think it mainly forwards to the mail addreses that have subscribed
to the package in the Tracker. You have a "Subscribe" button in the
top right corner of the Tracker package.

I usually get three copies of any bug report that is filed against
such a package, but that is more likely to draw my attention, so it's
part of a feature for me.
