I think we've uncovered a significant disconnect here, and I think
it would be well worth our time to explore this.
I'm not worried about a sponsees taking up my time.
I'm worried about the quality of the resulting Debian.

There's a presumption among older DDs that it's better not to have a
package in a release than to have a bad version (or a
even-older-than-stable-would-imply version) in a release.

If you buy into that, it's better for a package to get stuck before it
goes through new until the maintainer finds a consistent sponsor.
If the maintainer is not going to regularly be able to get their changes
sponsored, we'd rather not have it in Debian.

But from the sponsees's standpoint, if they get it in, they can start
getting feedback.
They are encouraged to contribute.
And perhaps the change will be small enough that even if the original
sponsor is not available someone else is.

I think it's worth digging into this area and asking questions like:

* Is Debian better off by making it easier to sponsor because that makes
it easier for Debian to grow?

* Should we have some way to remove packages (from releases if not
unstable) if they are not getting changes sponsored? How would we do
something like that without creating underground sponsorship requests?
