It fails DFSG item 2 at minimum. It also fails ftp-master policy that all source files must be buildable on Debian (they don't yet require that source files *are* built on Debian). Long-term, this issue will go away as JavaScript is replaced by WebAssembly, which is not possible to mistake for the preferred form for modification as it is binary and always automatically generated.
