It would at least simplify things for my nslcd package which provides name lookups (user, group, hosts, etc) via LDAP. It currently has a long list of things in the X-Start-Before header which is ugly. The thing is, that nslcd may also have a dependency on hostname lookups (e.g. if the LDAP server is specified as a hostname instead of an IP address) which makes things even more complex.
