Too many tools assume that an NMU version is an NMU… for example the PTS would warn that a NMU has to be integrated/acknowledged. I don't see what the NMU versioning buys us. The fact that Uploaders is no more cluttered by entries for people that don't feel responsible seems like to compensate what the NMU versioning would bring us. You can also count the number of consecutive entries that use an email not listed in Uploaders to get a somewhat similar statistic than the one you're looking for.
