They are bugs when present in Debian packages, but not necessarily bugs when present in user's scripts. Changing what /bin/sh is on new systems is one thing; changing out from under users on existing systems is another. I personally don't particularly care if we switch the default, so long as it's well publicised and the steps necessary to switch back if there are problems and/or to test if there are going to be problems with important user scripts before you upgrade.
