In the cases where I have added a script it is because the information it reports is frequently the difference between being able to immediately help a user and having to go back and forth at least once in order to do so. Doing this means that I don't need to spend time trying to see if the package is broken when configured properly and that the user gets a more rapid response. It is actually my hope that the information collected may sometimes provide enough information to allow users to resolve problems without sending the bug report.
