Honnestly, no, this is not true anymore nowadays. With a 500Gb sata hard drive, you're able to have a full debian mirror (all archs). Such a disk is around 100€ nowadays. There is even machines that now have enough ram to put an arch+all mirror in a ramdisk (though they cost a bit more than 100€ ;p). So please, yest this was an issue not to long ago.
