Compared to the current situation the -offtopic list would reduce the resources spent by the Debian project[*], but with added benefits: 1. No need to archive the posts. -user is currently archived entirely. 2. Decrease traffic on -user not only by the amount off-topic messages, but also by the amount of "stop the off-topic" messages. 3. [*] Companies have long time ago found out that you also need to do "off-topic" stuff for your employees. At my workplace I have a dedicated budget just for staff parties.
