You could do this either via the "reportbug" program that is likely installed on your Debian system guides you through the process or send a mail that takes the form described at http://www.debian.org/Bugs/Reporting If you're unsure how to put together such a the mail, you could also use "reportbug -p" and cut and paste its output.
