It needs a 64bit kernel to run 64bit binaries, and since many post installs run binaries, I would say yes it does. You could probably isntall 32bit using a 64bit kernel though, so if the boot laoder for the installer always loaded a 64bit kernel on any cpu capable of running it, then you could still let people pick which they want.
