I did not follow the cpufreq issues closely, but by reading the linux-kernel list in the last couple of months I had the impression that the locking rules of cpufreq vs. CPU hotplug are a real mess. There were some attempts to fix them, but they are not part of kernel 2.6.18. Since CPU hotplug is needed for suspending on SMP systems (think HT-capable and dual-core CPUs), I wonder how safe it would be to enable cpufreq by default this close to the release.
