How about a simple 'echo' when reconfiguring?
When upgrading/installing the exim packages, users most probably won't
notice this. When a user issues a 'dpkg-reconfigure exim4', this
could/would be the only thing he sees.
Cons: Untranslated message
Pros: less annoying by not interrupting installs and upgrades, easy to
implement
