I'm not proposing sbuild should upgrade the chroot fully every time. Just the build-essential package. Having an arch build with a completly different gcc when all of debian has switched is, well, stupid. Build-essential has e.g. Depends: libc6-dev | libc-dev, gcc (>= 4:4.1.1), g++ (>= 4:4.1.1), make, dpkg-dev (>= 1.13.5) That ensures some minimum versions of the tool-chain but not the specific versions.
