1. They do not depend on it at all. 2.6.x kernels work just fine with a static /dev as long as you don't need dynamic device creation. There are no "Depends: udev", nor even "Recommends: udev" or "Suggests: udev" in the kernel packages. 2. If you look at the upstream maintainers, you will find the same name in hotplug and udev. Greg K-H created udev to overcome the limitations of hotplug, and when it got ready, he abandoned hotplug.
