Something similar to sensible-browser or such would sort of suggest itself. That is, a command (/usr/bin/sensible-image-viewer) that uses alternatives or some other mechanism to determine which image viewer to start. Image viewer packages would have to be modified to maintain the alternative, and I'm not sure if the effort is worth it.
