For my packages, I would like people to report upstream bugs with
reportbug.  I'll forward them upstream if need be.  For most of the
packages that I maintain, I have a very close relationship with upstream
and have a lot of communication channels available to me that the bug
reporter probably wouldn't have.

For example, if someone reports a bug in OpenAFS, I usually talk it over
with the developers on Zephyr before forwarding it to the upstream bug
database.

I think this is a case where very large packages like Firefox or
OpenOffice may have different needs than the majority of packages in
Debian.
