Sorry, you're completely wrong. The files installed in /usr/lib/debug/usr/lib are detached symbol files, that are loaded automatically by gdb -- *not* using LD_LIBRARY_PATH; and gdb looks for detached symbol files by prepending /usr/lib/debug to the full path of the original object file. So there's no debhelper bug here.
