Mailman has a set of content filters, which decide what to do with messages if header or body matches a regexp string.
I've mostly used it for tossing mail with the header "X-Spam: YES, ", but there's no reason you can't say that if the header or body matches "Package: ", it gets passed right on to the list members.
So, you may not be able to identify what you don't want sent to the list, but you may be able to identify what you _want_ to be sent to the list without moderator intervention.
