Packages that you *know* aren't ready to be shipped. For example, I plan to put Xorg pre-release packages in experimental for people. These will contain a source tree that isn't yet released by upstream, so I know it's not ready for Debian, but it will also provide drivers to those who really need them and are willing to deal with breakages to get them. Nonetheless, I wouldn't put these sorts of packages in to unstable until they're at least blessed by upstream.
