I notice the Pluto system is not distributed by Debian. So the two things you need to do are (a) to write the plugin, and (b) to get Pluto, and your plugin, into Debian. For writing the plugin, I don't know what resources to recommend to you, since I am not immersed in the Gaim or Pluto scenes. For getting the system into Debian, you will want to read http://www.debian.org/doc/maint-guide/ and other docs linked from http://www.debian.org/devel/ . At that point, this will be on-topic for this list.
