What anti-spam measures do you consider acceptable for a Debian maintenance 
address?

Keep in mind that most @debian.org email gets directed to another mail server 
that has some anti-spam measures in place.

It seems to me that your personal requirements for lack of spam protection on 
Debian developers would exclude most DDs.
