Most countries use OSS only when it's supported by large companies that can be sued for billions. Smaller companies usually don't have the knowledge or resources to get involved even at the bidding stage (and the whole bidding process is secret, so that you can't learn from successful bids). In the U.S., there once was a Small Business Initiative, which awarded contracts explicitly to small contractors where possible.
