Sure, but it's always a bit more tedious. In this case, it would also
have been possible to drop stuff from sarge first, and leave the
removals standing for a while, otoh, once a removal is requested,
usually there is already some time of orphaning, and people who care
about a package really should adopt it if they are attached to it.

A pending removal request can serve as an extra wake-up call though, and
people will more easily look into whether to adopt it, in order to save
it. Especially when a maintainer requests removal, and apparantly
misjudges the amount of users, having a week or two to be able to react
and object is a good thing in general.
