I don't know what Steve says, but I say: Cite.
I don't believe I said any such thing -- NEW processing has been a problem for some months now, which is why we were working on adding a couple of new people to process NEW.
That said, I believe you and others have been ridiculously hyperbolic in how large a problem it's been.
