I cannot speak for anyone regarding the specific case of mplayer, but the above is not a valid inference for any package. Ubuntu and Debian have very different policies for acceptance of new packages. In particular, the Ubuntu archive contains sections for software which is offered "as-is" without support and with less rigorous QA, and packages are added to these sections fairly liberally.
