libbrlapi1 is meant to ship a library. Currently, it also ships
/sbin/xbrlapi and /lib/brltty/libbrlttybba.so binaries. Later on, if we
need to upload a new libbrlapi2, that one will have to conflict with
libbrlapi1, hence preventing from installing both versions of libraries
and smooth library transitions.
