Does a pkg-config --print-errors --variable handlersdir deskbar-applet give you any output? I get: $ pkg-config --print-errors --variable handlersdir deskbar-applet Package pygtk-2.0 was not found in the pkg-config search path. Perhaps you should add the directory containing `pygtk-2.0.pc' to the PKG_CONFIG_PATH environment variable Package 'pygtk-2.0', required by 'Deskbar Applet Handlers Location', not found and that's why there is no output. That's a bug in the deskbar-applet package, that defines a dependency via pkg-config file, but not via Debian package dependencies. This bug should be reassigned to deskbar-applet. You can workaround the issue temporarily by installing/defining a dependency to python-gtk2-dev for the package you want to build.
