Your analysis is correct. Installing python-gtk2-dev did indeed solve
the problem.
The question now is, how to solve this issue properly.
Having deskbar-applet depend on python-gtk2-dev seems a bit odd to me.
Users shouldn't be forced to install python-gtk2-dev (and its
dependencies) if they only want to use deskbar-applet as application imho.
Maybe the deskbar-applet package should be split up into a
deskbar-applet and deskbar-applet-dev package?
