No. You are making all kinds of assumptions, and just guessing, I think. The debian/rules file explicitly uses guile-1.6 unconditionally. If that isn't working for some reason, then the problem must be tracked down, I agree, but it does not follow that a build-conflict is the right solution. In fact, it is certainly the wrong solution.
